The Eluru town was located at 16.70 N Lat and 81.10 E Long and is the Head Quarters of West Godavari District in Coastal Andhra Pradesh. Eluru was earlier called "Helapuri" and has rich cultural and political history. The Municipality was formed way back in 1886 AD and finally upgraded to Municipal Corporation during the year 2005 AD. The present town comprises of 50 election wards with total population of 1,90,062 (2001 census). The total extent is about 14.55 Sq.Km.
The town was provided with UGD system in I-Town area covering election ward nos. 6 to 19 (14 wards) and is divided into Blocks I, II and III which was executed way back in 1962.
